Our client is an established provider of recreational and leisure facilities in Singapore.
The Role
As the Senior Manager, Technical Services, your primary responsibility will be overseeing the day-to-day technical and maintenance aspects of a park, ensuring the safety and optimal functioning of rides and facilities. Additionally, you will be responsible for any planning and managing of projects pertaining to technical and facilities aspects.
Key Responsibilities
Technical Systems Management:
Manage installation, testing, and adjustment of rides and related systems to ensure compliance with required specifications
Supervise, operate, and maintain all technical systems within the theme park
Ensure compliance with safety regulations and industry standards for equipment operation
Project Management:
Develop and oversee project schedules, budgetary requirements and submission for approval requirements
Oversee contractors’ mock-up, prototype, and acceptance testing efforts to ensure results reflect the final installed system, if any
Review proposal including but not limited to designs, functionalities, aesthetics, and documentation from contractors ensuring compliance with contractual requirements, specifications conformance, and schedule timeliness
Team Leadership:
Manage a team of technicians, mechanics, and other technical staff responsible for the maintenance and repair of theme park equipment and park facilities
Provide leadership, training, and support to ensure staff are knowledgeable about and compliant with safety protocols and technical procedures
Ensure proper coverage for daily operations as well as even distribution of work during lull and peak periods
Keep abreast of industry advancements and make recommendations for new technologies in theme park operations where applicable, especially pertaining to Environmental, Social and Governance (ESG)
Preventive Maintenance:
Develop and implement a comprehensive preventive maintenance program (PMP) for all equipment and facilities of the park to minimise downtime and extend the life of assets and the environment
Schedule routine inspections and maintenance tasks for rides, pumps, filtration systems, and other technical components
Emergency Response:
Establish and oversee emergency response protocols including but not limited to Risk Assessment for technical malfunctions, equipment failures and/or electrical downtime
Coordinate with relevant authorities and/or parties to ensure a swift and effective response to any such emergencies
Budget Management:
Collaborate with the management team to develop and manage the technical services budget, ensuring cost-effectiveness and efficient resource allocation
Be resourceful in sourcing and procuring necessary equipment, tools, and materials at the best price without compromising on safety
Manage the inventory of all essential spare parts, equipment, and consumables
Compliance and Regulations:
Stay current with theme park operations and its environmental regulations and safety standards
Understand and be responsible for Environmental, Health & Safety matters by setting policies and procedures and ensuring that the team is trained accordingly
Serve as the key personnel in liaison with relevant authorities for all types of inspections and/or approvals, ensuring the park’s technical systems and the ride structures comply with local, state, and federal regulations
Vendor and Contractor Relations:
Manage relationships with external vendors, suppliers, and contractors providing technical services or equipment to the park without compromising on integrity
Negotiate contracts, oversee service agreements, and evaluate the performance of third-party service providers
Documentation and Reporting:
Maintain detailed records of maintenance activities, repairs, inspections, manuals, and drawings
Generate regular reports for management, highlighting key performance indicators, technical issues, and recommendations for improvement
Guest Experience:
Collaborate with guest services and park management to address technical and facilities concerns raised by guests and ensure a positive overall experience
Key Requirements
Bachelor's degree in Engineering or Construction Management
Minimum 5 years of experience in technical services, construction, or maintenance with significant experience in the design, specification, implementation, testing, and commissioning of industrial systems
Diploma in Engineering is acceptable with a minimum of 10 years of related experience indicated above
Certified Pool Operator (CPO) with a strong understanding of pool and water chemistry, maintenance, and safety is advantageous
Ability to perform engineering calculations commensurate with a Bachelor’s degree in Mechanical Engineering
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
Experience in park development, construction, or fabrication within the theme park industry preferred
Ability to effectively present information and respond to questions from senior management, contractors, and clients
Good knowledge of workplace safety and health practices in Singapore
Intermediate proficiency in Microsoft Office Suite: Word, Excel, and PowerPoint
Preferred with excellent guest service and hospitality skills
